India: Birth Certificate Now Mandatory for New Passports Under Amendments
The Ministry of External Affairs (MEA) in India has introduced changes under the Passports (Amendment) Rules 2025, which became effective on February 28. These new amendments mandate a birth certificate for issuing new passports for citizens born on or after October 1, 2023. The document will serve as the only valid proof of date of birth.
New Passport Rules: Birth Certificate Requirement
The birth certificate requirement applies to individuals born on or after October 1, 2023. It must be issued by the Registrar of Births and Deaths, Municipal Corporation, or an authority empowered under the Registration of Births and Deaths Act, 1969. The document must be an official certificate, recognized by the law.
Documents Accepted for Date of Birth Proof for Older Citizens
For individuals born before October 1, 2023, the new rules allow several alternatives. These documents can serve as proof of date of birth for passport issuance:
- A birth certificate from the Registrar of Births and Deaths or the Municipal Corporation.
- Transfer, school leaving, or matriculation certificates from recognized educational institutions containing the date of birth.
- A Permanent Account Number (PAN) card issued by the Income-tax Department with the applicant’s date of birth.
- Service records or Pay Pension Orders for government servants and retired personnel, duly attested or certified.
- A driving license with the date of birth issued by the concerned state’s Transport Department.
- An Election Photo Identity Card issued by the Election Commission of India.
- A policy bond from Life Insurance Corporation or any public company containing the applicant’s date of birth.
Removal of Previous Date Cut-Off for Birth Certificates
Previously, India required a birth certificate for passport issuance if the applicant was born after January 26, 1989. However, this cut-off date was removed in 2016, allowing alternative documents to be used as proof of date of birth. The new amendment reinforces the use of a birth certificate for all applicants born after October 1, 2023.

These changes simplify the documentation process for individuals born after October 1, 2023. Applicants will no longer need to submit multiple documents for verification of their date of birth.
